Housing in 2026
In May 2026, HUD narrowed its federal enforcement to individually trained animals. The Fair Housing Act itself didn't change and many states, including California, still require landlords to accommodate emotional support animals. That makes a verifiable letter from a therapist who actually evaluated you more important.

What is CertaPet's refund policy?
The CertaPet refund policy covers two situations. You get a full refund if the therapist doesn't approve you. If a housing provider gives a final denial after you've submitted your letter and let your therapist handle reasonable follow-up, you may be eligible for a 100% refund of the eligible service fee, with documentation of the denial.
Does CertaPet take insurance or offer payment plans?
CertaPet doesn't bill health insurance. You pay directly at checkout, starting at $149. CertaPet also offers payment plans through Klarna. Some people use an HSA or FSA card for mental health services, so it's worth checking with your plan administrator before you start your free CertaPet screening online.

Does a CertaPet ESA letter still work for apartments in 2026?
It can, though no letter guarantees approval. A CertaPet ESA letter supports a reasonable accommodation request under the Fair Housing Act and your state's law. Many states, including California, still protect emotional support animals after HUD's May 2026 change. If your landlord pushes back, CertaPet and your therapist help you respond.
Will my CertaPet letter pass PetScreening?
CertaPet letters are written to be verified. Each one includes the therapist's license number, licensing state and contact details, so PetScreening or your landlord can confirm them. Your CertaPet therapist responds to reasonable verification requests. The final decision rests with the housing provider.
What if my landlord denies my CertaPet letter?
Contact CertaPet first. Many denials come down to a verification question or a missing form. Your CertaPet therapist can respond to reasonable follow-up requests. If the landlord still gives a final denial after that, you may be eligible for a 100% refund of the eligible service fee under the CertaPet refund policy.

Yes. California's AB 468 requires a licensed professional and a client relationship of at least 30 days before an ESA letter is issued. CertaPet's California process follows this timeline.
