It turns out my issues with paying were because the company credit card number had been fraudulently used, and was being blocked by the CC company to protect us. It was not the fault of HostPapa at all. They were also kind enough to follow up with me immediately to rectify the situation.
So far my experience with HostPapa has been nothing short of excellent. They are quick to respond when I have questions and are polite and courteous and patient. They have excellent tutorials and help documentation if I need to reference anything while setting up my VPS, and so far I've had no down time or any other issues whatsoever. I am extremely happy I decided to switch hosts.

It was a little frustrating trying to purchase as my company card was rejected twice (even though there is definitely more than enough credit available) and my first attempt paying through PayPal also wouldn't go through. I have finally managed to get through the checkout process and pay however, (using PayPal and the same card that was rejected from the first paypal attempt), so here's hoping it only gets better from here."
